what is the rule of charging VAT as well as Service tax on the purchase of ERP User License?

Yes in Maharashtra on full value though VAT Rate is 5% and ST Rate is 10.30%

Service Tax is applicable on the value of IPR for issuing the licence to use and VAT is payable on the value of the package.
