govt. can not levy service tax on services provided outside country is it true or not?

Service tax is not levied on services provided outside India.
Indirect taxes cannot be levied by Indian Government for transactions completed outside India.
Just think; whether it would be possible for Indian Government to trace out such transactions which were dealt outside India?
