Service income received from dubai in manpower consultant

This query is : Resolved

Quick Summary
A manpower consultant in India received funds from Dubai for job recruitment services, including visa processing and travel arrangements. They are seeking clarification on whether this constitutes an export of service, if GST exemption is applicable, and what documents are needed as proof. The advice suggests it could be an export of service if the consultant is not merely facilitating manpower supply between two companies, but providing consultancy or HR services directly.
