our client has imported books from UK and they have paid freight charges to uk company does it amount to import of service & should our client is liable to pay service tax

Your answer is no.
But if your client pay freight to an Indian freight forwarder then S.Tax may be paid or if any freight service involved in Indian soil or using Indian naval territory then service tax may be applicable.
