If a Director retired on 30th DEC.2012, Whether disclosure under section 299 of that director is required to be given on 31st.03.2012?

Yes, it must have already taken on 31st March, 2012.
IN case the director is retired on 31st Demember, 2011 then on 31st March, 2012it is not required.
The disclosure undersection 299 is reqruied to be given at the time of appointment and annualy on or before 31st March every year to intimate the company that the director is in anyway interested in certain body corporates.
