IN SECTION 297 WORDING USE " FOR THE SALE, PURCHASE OR SUPPLY OF ANY GOODS, MATERIALS OR SERVICES."
PHRASE USE "ANY" SO I THINK SALE OF SCRAP SHOULD BE COVERED IN SECTION 297
