is section 11 of CA 2013 applicable to a pvt. ltd. company incorporated under CA 1956 which is yet to commence business operations as at 31st March 2014?

In CA, 1956 only public companies were required to obtain certificate of COB.
However section 11 of CA 2013 mandates the requirement of COB by all the companies. Accordingly Pvt. Companies are required to file declaration mentioned u/s 11.

No, if it is already incorporated as per old act, there is no need to comply with the provisions of section 11 of new act.
