SCN for GST registration - Consent letter

Hello experts,
I have filed a GST registration application & I have received a SCN mentioning "Please upload duly signed
and notarized copy of Consent NOC on non-judicial stamp paper"
I have following questions:
1) How much amount Stamp Paper is perfect for Consent letter.
2) Who will be First party & Second party.

1 Rs 10 stamp paper.
2 Only owners of the property has to sign.

Duly understood that Rs.10 Stamp paper is sufficient & Owner signature is required.
How about First party name & second party name? I mean whose name will come on First party & second party.
As per my understanding
1st party - Name of the person who is applying GST registration.
2nd Party - Name of the owner of the property.
Is my above understanding correct?
