I have got order from chennai, billing address also in chennai, but our customer wants to take goods to other states.

between you and your customer....which is the place of delivery? That is important......
See at the request of customer, you agree to arrange for delivery to some place is a different thing......That does not decide the place of delivery.
Ask a simple question to yourself, in case of dispute, which court to decide the case?....

If delivery made in Chennai then CGST+SGST will applicable unless IGST will be applicable
