I want to make a sale in Transit using Form E1. Please suggest at what stage the invoice from the first subsequent seller is required?

10 June 2013 The sale should be made by transfer of documents of title during the movement of the goods. Invoice can be raised at the time of transfer of documents or thereafter.

This means the invoice of subsequent seller is not required at the time of entering into the third state! Please Clarify..
