I can't issue her/him a form 16 bcz employer don't have a TAN No.
so can we issue her/him a salary certificate for legal purose( like if employee want to take a loan against salary so he/ she need for form 16 bcz bank want this) and employee not submit the ITR return without this.
please suggest best solutions against this query.

in this form we enter all the detail of employee and salary but show N/A on TDS amount and TAN No. Am i right?
