what is the procedure to know the status of agriculture land being a Rural or Urban one for Capital Gain purpose and what is the procedure to know the same from any prescribed authorities ?

You have to confirm it from the land revenue
records which are kept by a govt officer known as "Patwari".
.
Urban land means the land in the municipal limits having population of 10000 or more.
It also includes the land which is in the surrounding area of municipality which is notified by the Govt. The distance which can be notified from the municipal limits can not be more than 8 kms away.

Except the above said Agri. land, the other land is known as rural Agri. land.
