Sir which authority in my state should i approach to know whether a particular agriculture land is rural as per income tax act??(j&k state)

Read act carefully and take certificate as required from Municple corporation and take it accordingly.

Municiple corporation of that area. Or you can visit Tehsil and mostly rural area land is recorded by Lamabardars.
