Can Service Tax liability on Royalty be adjusted against service tax credit already available in books

If royalty is being paid in India, then the service tax credit already available in books can be adjusted.
If royalty is being paid to OCB's or overseas payment is made then you cannot set off the existing credit of service tax.
If royalty is being paid to OCB's or overseas payment is made then you cannot set off the existing credit of service tax.
