please clarify me, may I Raise query under provision of RTI for taxability of any income from income tax department. whether that income is taxable or not.

04 August 2013 sorry jain sir for repeating my query..
but, sir my friends is advocates and i asked a question regarding taxability of stipend income.
i give him reference of sec 10(16) as well as some high court decision.
but he unable to give sought opinion. and he say, this question is asked under provision of RTI from income tax department.
now i got confused whether this query is raised under RTI provision or not.
please say exactly...
