In case of reverse charge , is service receiver required to register under reverse charge to pay the tax liability?

Yes, As per the notification No.30/2012-ST, all the persons to whom reverse charge is applicable have to apply for Service tax Registration and first 10 lacs benefit is not applicable for reverse charge.
