GST Act Amended but notification is awaited for RCM under sec 9(4) - specified person & specified Goods..
Applicability will ascertain only after notification .
As on date , RCM from unregistered is not applicable

However RCM on security Services is Applicable from Jan 19 onwards.
and Notification is also released regarding applicablity of RCM regarding purchases from unregistered supplier in case of Intrastate Supply irrespective of value of goods/Services
