What is the reverse charge mechanism in ST?Which are the services to whom the reverse charge mechanism of Service tax applies?

In case of Reverse charge , S.tax is payable by the service receiver. Service covered GTA, Supply of Manpower, Legal consultancy, Rent a cab etc.
