if a co Receive a bill of Rs 2000 , only a singal bill in a year from A INDIVIDUAL ADVOCATE
then is co needs to register under service tax due to such short bill also

Yes even for single bill co needs to register and pay service tax under reverse charge and also file Service Tax Returns.

Yes, you get registration and paid ST under reverse charge mechanism, otherwise required to pay penalties also.

as per notification 30/2012 dated.20 june 2012
After 01.07.2012 service tax is not payable by individual advocates and advocate firm And service receiver(business entity) only responsible to pay tax on service received from individual advocate.
So even though you have paid 2000 in a full year then business entity have to register under service tax and have to deposit service tax on 2000@ 12.36% and also have to file service tax return
Note: reverse charge will be applicable to business entity if turnover more than 10 lakhs in preceding financial year
