I want to file my itr return for f y 2017-18. Can I file at this time

We can't file ITR for AY 18-19 (FY 17-18) in normal provisions...
But, in case You want to claim any refund or carry forward any loss then You can move with Condonation delay request to Your jurisdictional CIT..

You can request for Condolences delay to your AO of the jurisdiction....
