Whether it is mandatory to file sales tax return under Haryana VAT to a registered dealer even if sales amount is nil?

It is not always mandatory to get register with sales tax authorities, if the total sales of a firm exceeds slab specified by the act then it is mendatory to get yourself registered with the concerned authorites.
If your purchases are interstate than no limit is applicable
