Does new business which has not commenced it's business yet submit only GSTR 3 (MONTHLY RETURN) only without submitting GSTR 1 and GSTR 2 as there is no inward and outward sale

07 August 2017 GSTR 3 is not editable.
You ll be file GSTR 1 as Nil return, It's must
