is it mandatory to file income tax return for all i.e. whose income is below the exemption limit? if yes, then why so?

No if an assessee(individual) whose taxable income is below exemption limit, is not mandatory to file return.
But all other assessee (other than indi.) must hv to file the return, coz there is no exemption limit 4 them.

no it is not mandatory for all of them to file whose income is below the max amount chargeable to tax.
