Return filed of next year but not or previous year

I had filed the return ay 2012-2013 but not of ay 2011-2012. There is also some capital gain loss to be carried forward. should i file return. capital gain loss is of almost rs 200. what will be the penalty for late filing.

incase you have not filed the return there is no eligibility for carry forward the loss
