Can we upload mahavat returns without filing late fees? the message " clear cache memory and refresh website" is for which errors?

In most of the states a foolproof system is not introduced,such as the system will not accept a late or revised return without entering the correct amount of penalty and interest.So,you may try your luck. But,when it is noticed by the department a notice will follow for payment of dues and also for reassessment. That will create more problems.....mjk
