Is it mandatory for all the Private Limited Companies to include the "Particulars of employees" u/s 217(2a)in their directors report?

Yes, Sec 217 is applicable to all Companies whether pvt or public

If the employee is drawing the remuneration as mentioned in section 217(2A)then particulars of such employee needs to be given in directors report.
