When we are offering transformers on rental basis, whether the rent attract VAT of the state or Service tax and on what notification

The applicability of VAT or Service Tax on the given situation is depend on the circumstances:
-If the transformer given on rent without transfer of right to use of such goods, then Service Tax should be charged.
-If the transformer given on rent without transfer of right to use of such goods, then Service Tax should be charged.
