Removal of Excisable goods after 24 hrs from Invoice

Is it neccessary for removal of the excisable goods within 24 hours from invoicing?
==> if not removed the excisable goods than is it required to cancel the Invoice?

If goods are not removed the invoice needs to be canceled and shall be intimated to the range superintendent within 24 hours. The intimation letter shall accompany the original invoice and the triplate copy shall be retained, especially for the audit purpose.
