is it true that employer or employee contribution is calculated on if salary is 6500.(actual salary is more than 6500)??

Yes employer is liable to contribute only on 6500/- even if salary is more than Rs.6500/-. It is on employer whether he contributes on total actual salary. But his liability is only to the extent on Rs.6500/-.

agree its the discretion of the management if basic salary exceeds Rs.6,500/-
