Regularization of additional director

Dear Sir,
A company having only 2 directors and both are additional since 2010. The problem is that they have not been regularised. the question is that
are they eligible to sign balance sheet

No. Such additional directors hold office only upto the date of next AGM held after their appointment as addtional director.
09 September 2014
Office of the Additional director's shall become vacant on the date of the AGM due / held immediately after their appointment as additional director's.
