Partnership Deed to be made on 6th December 2014 ,
Stamp Paper for Deed is Dated 4th december 2014,
Shall i mention in Deed, Date of Commencement of Business is From 10th Nov. 2014, i.e. Backdated....???

Yes you can mention that, no issues.
BUT for all practical purposes the 06/12/2014 i.e. date of EXECUTION of partnership deed shall be deemed to be the date of partnership.
At the most you can EXECUTE it on 04/12/2014, the date of stamp paper.
