A person having 2 Business's on 1 PAN that is Hotel Accommodation & Restaurant, Can he Registered 1 Business under Regular & 2 Business under Composition Scheme?

No he can't. All business under one PAN will either be in Normal Scheme or Composition.

One of them being restaurant business you need to register under normal scheme.
