A person existing registered in MVAT , no sales took place yet, will he compulsory be required to get Migrate to GST or He can Take new Registration in GST regime.

Sir, the above said person now wants to make online business thru snap deal, but while making online registration TIN unable to verified is showing.
what shall be the probable cause?
