how and when to get registered under GST for those dealer or manufacturer who are not registered in VAT/excise or service tax?

Enrollment on GST portal has been started for existing registration holders as of now. New registration will be opened after GST is implemented. There will be threshold limit also in GST which is 20 lakh.
