Is it complusory for person holding service tax registration no. to charge service tax though his total turnover doesnt exceed Rs 10 lacs?

in the starting year on 'financial year' on financial year' basis, one can claim exemption. Once the limit is crossed, he/she has to charge service tax. The exemption of 10 lakh is not on every year basis.

No There is no need to charge S.tax But nil return has to be filed this is only obligation in case where regs. has been done but gross receipt din exceed 10laks
