Can we reduce refund from the originally filed ITR and file ITR - U with the corrected amount of refund ?

Net Tax payable (under ITR U) will be total tax liability less tax paid by original return (multiply by penalty)
Here tax paid by original return will be total of advance tax plus TDS less refund, if any.

Yes, 139(8A) return with reduced refund can be filed from 01-04-2023 for AY 2022-23.
