Whether CA in practice or CA in service both are eligible for appointment as internal auditor of the company?

ca in practice will appoint as internal auditor. ca in service will be internal controller.

But under companies rules 2014 it is defined that CA in practice or in servic both are eligible to appoint as internal auitor.
