Regarding gst registration under regular scheme

Dear Sir/Madam,
One person wants to take GST registration on voluntary basis. He has own place of business not rented or lease. But his electicity bill is in the of his father's and his father is dead, but connection name not changed till now, he wants to continue with his father name. Now how he will give consent letter for registration. Please guide anyone.

Okay If electricity bill is in the name of father then Attach consent letter for use respective premises for such business, from father on stamp or plain paper with photo, PAN no and authority sign

Kailas Ji, his father is dead, I have mention above, so how he can take consent letter. Please clarify
