Can anybody suggested me, can we issue duplicate form 16 for the year 2008-2009.
if it is possible what is procedure for issuing that.

If you have the data. Then you can issue another certificate. No special procedure. Deductee can not avail the credit of TDS twice if he has two TDS certificates.
Simply issue another TDS certificate with the information you filed in your TDS return.
