When we go for online registration of seminar. what happened if we registered and make payment online but don't attend seminar. Is CPE Hours credit Available if we unable to attend seminar after registering and making payment online.

No. One needs to attend the programme. Normally the programme organisers UPLOAD the CPE hours credit as per the attendance.
