Regarding company winding up?

14 June 2015 If someone has incorporated a pvt ltd co. a couple of years back. After incorporation he did no business nor opened any bank account. Subsequent annual MCA filings were not done ever probably resulting in penalties. Registered address was abandoned so notices, if any, would have been returned. What will be the cost+fees for closing/winding up of the company and suggested course of action to deal with ibid penalties?
