20 February 2012 You Need to draft a letter regarding redispatch of Refund Undelivered, and file photocopy of Letter along with original letter and copy of Return undelivered page of nsdl with income tax deptt.

Then ITO will clear the blocked refund and send command to mumbai to resend the refund.

you may also call Mumbai SBI refund Banker first to confirm if they could directly send your reffund
