Refund of VAT

I have paid customs on Import of goods I want to know can I get the VAT refund or can I adjust the VAT in excise paid.What is the procedure.

Question relates to VAT. Once the customs duty paid and goods are cleared and if the goods are sold, it will be a first sale in India. It would be liable to be taxed under VAT. No set off of customs duty/cenvat against VAT payable
