24 December 2015 No, because tax rate for section 115BB(i) and 194B are same ie., 30 %.

01 December 2016 Even if lottery winner have not other taxable income, TDS which will have to be deducted u/s 115BB(1) @30% on lottery winning prize money will not be refunded in any case.
