Should TDS From Prize Money Be Refunded To A Person Having No Taxable Income?

No, because tax rate for section 115BB(i) and 194B are same ie., 30 %.

Even if lottery winner have not other taxable income, TDS which will have to be deducted u/s 115BB(1) @30% on lottery winning prize money will not be refunded in any case.
