13 September 2013 inspite of filling form 15g, bank has deducted tds,is there a way to claim refund of the tds deducted,form 15g is filled on time

For AY 2012-13 -
Upto 31.03.2013 (without any penalty)
Upto 31.03.2014 (penalty of Rs 5000/- may be imposed u/s 271F)

For AY 2013-14 -
Upto 31.03.2014 (without any penalty)
Upto 31.03.2015 (penalty of Rs 5000/- may be imposed u/s 271F)
