can I claim a tax refund for A.Y. 2006-07.

not allowed as its time barred.
for claiming refund u need to file itr.
for ay 06-07 the time available even for belated return u/s 139(4) was 31.3.2008.

Even section 119(2)(b) can not be invoked since six years has expired from the end of relevant assessment year.
