No it is a one time Registration. A PAN can't b re-registered on e-filing. U can reset ur password. By providing secret question, or by other options as given.

Registration on income tax site is done only once. So if you have forgotten your password then you can reset it by providing details of previous return filed by you or by answering secret questions.
