Is RCM applicable on Amount Paid To Peon as a Salary 7,000 per Month But He is Not a on Payroll of Company.

Salary is Non- GST Supply So RCM Could not Apply .( employee is on payroll or Not , does not impact on GST Rules) ???

If it's not salary then RCM is applicable.
Salary is not a Non-GST Supply..
It's out of GST supply...
