notification has been issued but list of goods and services on which RCM is applicable has not been notified.

So As a Notification No.1/2019 States that RCM Applicable from 1 St Feb.2019.So RCM has to pay Or No ?

No not yet as the goods are not specified. it will be notified afresh. so technically not applicable as of now.
