Rcm applicability

Hi there.....is there any circular saying that applicability of RCM on repairs and maintenance contracts. And the recipient of the service is PSU. Please suggest.

RCM is applicable in case such R&M contract is a "works contract" and such service has been provided by Individual, HUF, partnership firm, AOP to a business entity registered as body corporate (like a PSU which is a company)
